In accordance with the strategy of “maintaining the sustainable development by science and education” and “enhancing the municipal competitiveness by attracting experts and talents”, Shanghai Overseas Talent Service Center (SOTSC) has been established to improve Shanghai human resource management, to integrate useful resources, to enhance overall service quality and to improve its efficiency.
Based on the former Shanghai International Talent Service Center affiliated to Shanghai Municipal Personnel
Bureau, SOTSC integrates its service functions and extends the scope of service objectives, including overseas
Chinese students and experts and professors in the areas of Hong Kong, Macau, and Taiwan.
The main functions of the SOTSC, known as Shanghai Service Center for Returned Chinese Scholars, consist ofthree aspects: “Go-Through Services” linking various functional government dep-artments; “Extended Services” responding to the social professional institutions; “Association Service” based on the services provided by Shanghai Association for International Exchange of Personnel and Shanghai Association for Returned Chinese Scholars. It is expected that the SOTSC will be “Express” for the overseas talent service. |
